Description
As per the Announcement of the MOE (Ministry of Education) Afghanistan in June of 2023, that all international non-Governmental organizations (INGOs) including Save the children Afghanistan were informed about the new regulations stating all INGOs to transfer their work in the education sector to Local NGOs which are registered and agree with the terms and conditions of the MOE.
The Current GPE Project in Kunar Covering Districts: Dangam and Nari, was decided to be handed over to AABRAR - Afghan Amputees Bicyclists Rehabilitation and Recreation Organization, who already had Geographical presence in the province as well as Established Experience in the Education sector.
The Handover process started in the end of 2023, where all the CBE classes were verified by AABRAR Education team, essential documentation was reviewed, necessary coordination was carried out with the PED and relevant DEDs paving the way to a smooth handover of the Community based Education project. The Handover process was completed on 31st December 2023 and the Project is now implemented under AABRAR since January of 2024.
Goal
This project means to provide quality education and child protection support to promote the safety and well-being of crisis-affected and marginalized girls, boys, their families, and communities in these two districts of Kunar.
Under this project 100 CBE classes have been established in Dangam and Nari Districts where 3200 students are actively busy in their learning. Each class is taught by well-qualified teachers; 80 male and 20 female teachers are part of the teaching panel. These classes are supervised on a regular basis by community-based community mobilizers (10 Male 5 Female 5) and education officers (1 Male 1 Female 1) and trainers (1 Male 1 Female 1) in order to make sure quality teaching/learning. In addition to this, CEC Shuras of 300 members have been established who have been trained to support educational-related activities in their respective villages. Each class has 3 members in the CEC format who are active enough.

Expected Results:
AABRAR successfully implemented various activities aimed at improving educational outcomes in Kunar Province through a series of targeted activities. The organization maintained strong coordination with local communities, Provincial Education Department (PED), District Education Department (DED) officials, and Save the Children International (SCI) ), ensuring a cohesive approach to education improvement.
Among the Key achievements were the successful distribution of essential (students Kits, Teachers Kits, Hygiene Kits), to equip students with the tools needed for effective learning.
Additionally AABRAR facilitated timely salary disbursements for teachers.
The organization also facilitated Teachrs Learning Circles (TLC), to provide ongoing professional development facilitation of TLCs for teachers, fostering an environment of continuous improvement.
Moreover, AABRAR organized comprehensive training sessions for both teachers and community members, empowering them with the skills and knowledge necessary to support educational initiatives. These collective efforts not only improved educational access but also laid the groundwork for sustainable development.
In terms of infrastructure, AABRAR is actively improving sanitation and education facilities. Currently, six latrines are under construction, significantly enhancing the sanitation options available in schools. Additionally, the ongoing rehabilitation of 30 Community-Based Education (CBE) classes is ensuring that students have access to safe and conducive learning environments.
Outcome 1: Children, particularly girls, currently enrolled in CBE, are supported to continue and stay in safe spaces of learning.
Output 1.1: CBE classes and government hub schools are supported with improved school infrastructure.
Activity 1.1.1.1:
During the reporting period, the AABRAR construction engineering team with joint coordination of Governmental Educational Entities plus SCI, conducted a comprehensive assessment for SIP at eight hub-schools, with four in each district
Activity 1.1.1.3:
On May 21, 2024: Following a coordination meeting with SCI Staff about the assessment of 30-CBE Classes rehabilitation and 6-Latrine’s construction.
The AABRAR engineering team, on the following day of the said meeting practically went to the field for the assessment, where to date have covered/screened in a total of 67 CBE Classes (35-Narai & 32-Dangam) and 50-Latrines (25-Narai & 25-Dangam),
To conclude, out of 67-CBE Classes, in total 39 classes (23-Narai & 16-Dangam) have been selected for rehabilitation as well out of 50-Latrines, in total 6 latrines (3-Narai & 3-Dangam) have been selected for construction.
Conclusion: Currently the rehabilitation of the CBE classes plus Latrines construction is on-going.
Outcome 1: Children, particularly girls, currently enrolled in CBE, are supported to continue and stay in safe spaces of learning.
Output 1.2: CBE classes continue to be supported as safe learning spaces for children, particularly girls.
Activity 1.2.1.3:
Following a series of coordination meetings with each District Education Director (DED) of Narai and Dangam District, our team successfully conducted two impactful training sessions to Community Education Councils (CEC).
From July 17-18,2024: The GPE team conducted a two-day training for 150 male participants under CEC from Narai District at Naria Dar-Ul-Alum. Following this, from July 22-23, the team delivered another two-day training for 150 males under CEC from Dangam at Dangam Boys High School.
Objectives of the training:
Develop and understanding of the roles and responsibilities of CEC members
Enhance the knowledge of CEC members to monitor Community based schools
to enhance the capacity of CEC members, enabling them to effectively observe and manage classes.
Equip CEC members with the skills to identify and address issues related to CBE within community
Report problems related to CBE
Activity 1.2.1.4.
The back-to-school campaign conducted in the premises of the Community-Based Education (CBE) classes in Narai District and attended by more than 300 local residents. The campaign aimed to promote educational enrollment and engagement within the local community. The campaign engaged parents and children in understanding the vital role of education, especially for girls.. Community leaders participated in discussions to emphasize the value of education, fostering a supportive atmosphere that encourages families to prioritize learning. Through these efforts, the campaign sought to enhance access to education and empower the community to invest in their children's futures.
Outcome 2: Student learning outcomes are improved
Output 2.2: Teachers are provided basic pedagogical and additional resources to enhance learning outcomes (CBE classes and/or schools are places conducive to learning)
Activity 2.2.1.2:
Jun 24-29, 2024: A 6 day pedagogy training was delivered by AABRAR for the teachers in Dangam and Narai Districts. The Participants of the training included 100 Teachers (80 Male, 20 Female), 10 Community Mobilizers (5 Male & 5 Female), an Education Officer (Male), and an Education officer (Female).
The training aimed to help participants understand the ways, techniques, and skills of quality teaching
The training covered various topics, including pedagogy, methodology, planning, positive discipline and CSG
A pre-post/test was applied, to understand the level of knowledge before and after the training. The team assessed the knowledge increase among the participants via pre and post-test, and a 70-90 percent increase was estimated/measured in the participants’ knowledge level.
The trainees were provided refreshment, lunch facility, two sides transportation cost and handouts during the training.
Activity 2.2.1.3:
Throughout the March till the reporting period, Teacher Learning Circle (TLC) for 50 teachers (44 males and 6 females) in Dangam District as well for 50 teachers (36 males and 14 females) in Nari District, were conducted successfully. These sessions aimed to tackle critical issues in education, focusing on students’ absenteeism, fostering collaboration with CEC members, enhancing students’ talents, and operationalizing Feedback Response Mechanism (FRM). Additionally, the TLC emphasized the importance of positive discipline, safeguarding practices, and the effective use of administrative books. Participants expressed their gratitude and appreciation for AABRAR's efforts in organizing such a productive and impactful event, highlighting the valuable insights gained and the collaborative spirit fostered during the sessions.
